UMHOA Meeting Notes for 5/25/16 @ 7pm

The meeting was called to order at 7:30 pm. Board members present were: Simon Roberts, President; Chris Overton, Treasurer and Leann Lindsey, Secretary. ARB members present were Ian Clark-Worrell, Bill Hicks, and Eric Korsvall.

The members briefly discussed the minutes of the membership meeting and highlighted some of the issues for Simon Roberts, who had not attended the meeting on 10 May.

Other discussions centered on UMHOA documents. The Board/ARB will begin to use a combination of Google Docs and the UMHOA website for the purpose maintaining and distributing relevant documents. Google drive is to be used as storage and will be accessible to Board/ARB members. The UMHOA website will be accessible to general membership.

Ian Clarke-Worrell and Chris Williams will be respective points of contact for for google docs and the UMHOA website.

It was decided that an UMHOA email alias would be useful. Chris Overton agreed to go forward in organizing.

Maintaining and updating the membership information was discussed. Kris Korsvall volunteered to merge the membership spreadsheet on to the google drive and maintain the information. Simon Roberts will coordinate with realtors during the sale of properties to obtain disclosure packages from previous homeowners. Chris Overton will develop a PDF form to obtain relevant UMHOA membership from new owners.

It was agreed that Chris Overton, as Treasurer, and Simon Roberts, as President will co-sign UMHOA checks.

Reminders have been sent to members with outstanding dues. The majority some have been settled. Chris Overton will continue to pursue remaining over dues.

The board agreed to continue the current arrangement for mowing of the common property with the Schifflet brothers.

A draft ballot of the upcoming vote on a dues increase was reviewed and approved, the approved ballot to be added to Googledocs by Eric Korsvall. The board decided to send membership an advance email regarding the ballot before following up with delivery of hard-copies, return ballots to be accepted in either form, by return email or hardcopy. Ian Clark-Worrell, and Eric Korsvall will be points of contact  and move on the voting process forward.

The new ARB is to adopt a set of procedures of its duties and enter them in the Book of Resolutions. It was also decided that a new ARB action book be established and recorded on spreadsheet. ARB members to follow up and report at the next Board meeting.

Spring/Summer member maintenance/cleaning program will be undertaken ARB, Ian Worrell point of contact. A three step process will be used as follows:

  1. CC&R reminders will be sent to membership
  2. ARB will perform inspections
  3. Notifications will be sent

It was noted that, with a few exceptions, the previous maintenance/cleaning inspections found most members in compliance.

Ian Clark-Worrell has contacted Cox/Comcast regarding the safety issues of the service boxes in poor repair on Heather Down Drive. Although the company assured him that the issue would be resolved, no action has been taken so far.  He will follow up the issue by mail.

Chris Overton will continue to try to get an answer to the cost/practicality of natural gas conversion and report back to members.

For future consideration, the possibility of consolidating trash/recycling services for UMHOA was discussed. Kris Korsvall to follow up at the next meeting.

It was decided by the combined boards to adopt a goal to meet quarterly, and that the most workable months for the current boards would be January, May, and October on the third Wednesdays of those months.

The next meeting of the combined UMHOA boards will take place on Wednesday, 19 October 2016, location to be decided.

2014 Summer Socials

We are happy to announce the dates for the neighborhood summer socials, please find them below. As we do every year, we gather in the cul-de-sac of Heather Down Drive once a month to enjoy shared appetizers, summer beverages, and the company of our neighbors. All are welcome to join and we look forward to seeing you there, generally we start around 7:00PM, but please stop by when you can, even if just to say “hi”.

As you may already know, we also do a big Labor Day picnic that is always a lot of fun. Please join us on September 1st, 2014 from 12PM – 4PM at the same place as the summer socials for burgers, hot dogs, and other wonderful things.

2014 Pool Pass Information

For 2014, the discounted rates are $445 for a family (pool only) membership (vs. the $595 non-discounted non-resident rate) or $475 for family pool and tennis ($625 non-discounted). This is a $5 increase from last year, but that is because the non-resident rates went up by $5 also.

For those of you that have not joined the pool in the past, if you join you will have access to RA’s 15 pools throughout Reston. They all have different features-from an Olympic size pool to great kiddie pools, to diving boards and slides. Check out www.reston.org for more info.

Below is a link for Signup Genius like we did last year so we can track our progress toward the goal for 29 families from our neighborhood. Please indicate your preference about buying passes this year. You can refer back to the link at any point to see how close we are to the goal of 29 families. I’ll keep checking on it, too and once we have met our minimum I will let everyone know. If the signup shows there are 29 families that are planning to purchase passes, it does not guarantee that we meet that number because we rely on families to actually go to RA to purchase the passes. RA will track the passes purchased with the addenda. I ask that you please carefully consider your answer in the signup.

WHAT DO YOU NEED TO DO?

  • Click on the link above for the online signup and indicate your intention, even if it’s a “no” answer.
  • If your intention is to buy the discounted passes, take the attached addendum to the RA office (must have proof of residency showing you live on one of the neighborhood streets-driver’s license, utility bill, etc.). You cannot purchase passes online for the discounted rate-you have to do it in person with the addendum. Go early, before mid-May and beat the rush!
  • Be aware that there is some risk involved in buying passes. If you buy the discounted passes early, and then don’t meet our goal, you may have to surrender passes or pay the full price. The addendum outlines the process, if the goal is not met. In the 4 previous years that we have done this, we have always met the goal.
  • Feel free to pass this on to anyone in our neighborhood that is not on the email list or is new to the neighborhood.

IMPORTANT THINGS TO KNOW ABOUT THIS PROCESS

  • This discount is available for those of us that live on in SRA, UMHOA, or NPG homeowner’s associations (RA as deemed our 3 HOAs “Sugarland” as you will see on the addendum). It includes the following streets: Coat Ridge, Heather Down, Forbes Glen, Malvern Hill, North Point Glen, Rosiers Branch, Stuart Ridge, Trossack, & Winding Way. If you know anyone on these streets that is not listed on the email group, please go ahead and send it to them. I know there are some new owners or renters here and there.
  • If the neighborhood has not reached the goal by early July, RA will notify each family to give them the option of paying the difference to continue the membership at the full non-resident price ($595-pool only or $625-pool and tennis) or they can turn in their passes for the remainder of the summer. The options are spelled out in the addendum, so please refer to that for more details or contact me.
  • If you have not purchased passes before, then each member of your family will need to go to RA and have their picture taken. They can go separately if that’s more convenient but the 1st person in household would need to pay and fill out the addendum. If you HAVE purchased passes before, I believe RA can use the pictures from the previous year for this season (but doublecheck with them at the office).

2014 Sugarland Pool Pass FORM

Spring Cleaning From The UMHOA ARB

Spring has finally arrived – with a vengeance!  What a great time to do some spring cleaning.  Keeping our homes and yards looking good helps us all enjoy the neighborhood and helps keep our home values high.

Let’s take a look at our own homes and make sure they are meeting the standards of the Union Mill HOA which include the following bi-laws related to upkeep of our properties:

  • Owners shall at all times maintain their property and all appurtenances thereto in good repair and in a state of neat appearance. (Bi-laws section 4).  Appurtenance, by the way, means something subordinate to another, more important thing.  e.g. an accessory on the property. 
  • Flower gardens, shrubs and trees shall be neatly maintained.  All lawn areas shall be kept mowed. (Bi-laws section 4).
  • Trash and garbage containers shall not be permitted to remain in public view except on days of trash collection.  No accumulation or storage of litter, new or used building materials, or trash of any other kind shall be permitted on any lot. (Bi-laws section 7).
  • The exteriors of all structures, including walls, windows, doors and roofs shall be kept in good maintenance and repair. (Bi-laws section 9).
  • No junk vehicles, recreation vehicles, commercial vehicles, trailers, or boats shall be regularly or habitually parked within the neighborhood. (Bi-laws section 13).

Here are some things we have spotted in the neighborhood that don’t comply with our bi-laws.  If you are responsible for any of these, please take action immediately. 

  • Inoperable vehicles located on street or off street for extended periods of time 
  • Abandoned structures or other accessories (kid play equipment) in disrepair
  • Missing shutters
  • Mold growing on houses that is clearly visible from the street
  • Dead leaves and weeds gathered around the house and in the gardens
  • Broken branches scattered and in plies in the yard
  • Trash cans and miscellaneous trash kept in public view
  • Yard equipment kept in public view
  • Building materials stored on the property in public view

These simple things can easily be overlooked when the weather is cold but now that Spring has sprung it’s time to make our neighborhood bloom.  Thanks for doing your part.

Also, as a reminder, if you’re planning any additions, alternations, or exterior improvements to your home please contact the Architectural Review Board Members at least 60 days in advance for review and approval.
